In jener Gedankenlosigkeit und dieser habsüchtigen – Gemeinheit geht der ganze Charakter des Heiligtums verloren, es ist מנהג בזיון בקדשים, eine geringschätzende Handhabung und Behandlung der dem Priester anvertrauten Heiligtümer, an welcher das Haus Eli zu Grunde gegangen, worauf mit tiefem Ernste hingewiesen wird. Und als auch das Volk die rechte Wertschätzung des Heiligtums verlor, als es auch ihm nicht eine Stätte der Heiligung mehr war, dem nur ein heiliges Volksleben gerecht werden kann, als es ihm zu der Tempelstätte einer Abfindung mit Gott herabsank, durch deren Versorgung ein Freibrief für alle Zügellosigkeiten des Lebens zu erkaufen wäre, da traf auch es das Gotteswort: קדשי בזית (Ezech. 22, 8), und der Tempel ging in Trümmer und das Volk ins Exil. —

Sforno

ארור האיש, all of the “cursed be” mentioned here had first been intoned as a blessing for all the people refraining from becoming guilty of the sins that are mentioned here. (compare Sotah 32) This is also the reason why the Torah commences the paragraph with the words אלה יעמדו לברך את העם, “these are the people who take up position to bless the people.” The principal reason for these lines is to curse the sinners who violate these commandments, so that they alone will bear the burden of their guilt, the people at large not sharing in that responsibility. The reason is that the sinners referred to were in the main the leaders of the people, so that the ordinary Israelite did not have the power to protest the carrying’s on of their leaders. This thought has been stated clearly by Ezekiel 22,6-7 “every one of the princes of Israel in their midst used his strength for the shedding of blood, etc. etc.” In that same chapter the prophet specifically singled out most of the (12) sins listed in our paragraph here. These obscenities were all carried out in Jerusalem; however, this does not mean that all the inhabitants of the city were guilty of these iniquities, mostly it was the highly placed members of society who were guilty of them. When the sins of the population at large are mentioned, these sins are generally attributed to the city in which these sins have been carried out. Compare verse 8 in that chapter of Ezekiel. Chizkuni

תמימים יהיו לכם, “they shall be free from blemish, for you.” If animals used as communal offerings on the Sabbaths or festivals should have a blemish disqualifying them as offerings, slaughtering such animals on the Sabbath or festival would be a grave sin. It would even be forbidden to remove the skins of such animals on either the Sabbath or the festival. This is why the prophet Ezekiel, Ezekiel 22,8 stated: קדשי בזית ואת שבתותי חללת, “you have despised My holy things, and you have profaned My Sabbaths.” This is also why no mention is made of the animals for the offerings on New Moon having to be free from blemish. It is clear that all animals for offerings must be free from blemishes on any day of the week, but if these animals are offered on a day when certain work must not be performed, if such an animal is nonetheless being offered, the person doing so has committed an additional sin, that of profaning the holiness of the day.
