וְצֵלַ֡ע הָאֶ֜לֶף וְהַיְבוּסִ֨י הִ֤יא יְרֽוּשָׁלִַ֙ם֙ גִּבְעַ֣ת קִרְיַ֔ת עָרִ֥ים אַרְבַּֽע־עֶשְׂרֵ֖ה וְחַצְרֵיהֶ֑ן זֹ֛את נַֽחֲלַ֥ת בְּנֵֽי־בִנְיָמִ֖ן לְמִשְׁפְּחֹתָֽם׃ (פ)
e Zela, Elef e il Gebuseo—lo stesso è Gerusalemme, Gibeath e Kiriath; quattordici città con i loro villaggi. Questa è l'eredità dei figli di Benjamin secondo le loro famiglie.

Tzeilah, Eleph and Yevusi which is Yerushalayim. Each of these are individual cities. Similarly, Givas and Kiryas [are individual cities]. Thus five cities are mentioned in this verse.
