Midrash su Giudici 19:78

“And of Benjamin he said, The Lord's beloved…” (Devarim 33:12) One verse says “As for the Jebusites the inhabitants of Jerusalem, the children of Judah could not drive them out…” (Yehoshua 15:63) and another verse says “And the children of Benjamin did not drive out the Jebusites that inhabited Jerusalem…” (Shoftim 1:21) If it was Benyamin then why does it mention Yehudah, and if it was Yehudah then why does it mention Benyamin? Rather, inside Jerusalem were two cities – the upper and the lower. The upper one fell out within the allotment of Yehudah and the lower one within the allotment of Benyamin, as it says “And Zelah, Eleph, and the Jebusite, which is Jerusalem…” (Yehoshua 18:28) After the death of Yehoshua, the children of Yehudah went and took their portion, putting the city to fire and leaving it desolate. But the lower city of Jerusalem was in the portion of Benyamin, and they were not willing to drive out the inhabitants. Therefore it stood until the time of David, as it is written ‘And the children of Benjamin did not drive out the Jebusites.’ This refers to the lower city, as it says in the book of Shoftim “But the man did not want to lodge, and he arose and departed, and came over against Jebus, which was Jerusalem… And his master said to him, "We will not turn aside into (this) city of heathens…” (Shoftim 19:10-12) Furthermore, this is the city which David fought against in the eight year of his reign, as it says “And the king and his men went to Jerusalem to the Jebusites…” (Shmuel II 5:6) When David captured it he began to build the upper city of Jerusalem and he built a wall which surrounded the upper and lower portions and made them into one city called Jerusalem, as it says “And he built the city from around…” (Divre HaYamim I 11:8) There he placed the tent for the Ark of the Covenant, and in that Jerusalem David built the altar on the threshing floor of Aravna the Jebusite by command of Gd in order to stop the plague, as it says “And the angel of the Lord said to Gad…” (Divre HaYamim I 21:18) In the lower Jerusalem, which was in the portion of Benyamin, the Holy Temple was built in the days of Shlomo in order to fulfill that which it says “And of Benjamin he said, The Lord's beloved…” (Devarim 33:12) Mount Moriah is Jerusalem, as it says “And Solomon commenced to build the House of the Lord in Jerusalem on Mount Moriah…” (Divre HaYamim II 3:1) May it desirable before my Gd and the Gd of my fathers that the Holy Temple be rebuilt speedily in our days, and make our portion in your Torah. Amen, selah!

“Also, Vashti the queen made a women’s banquet in the royal palace of King Aḥashverosh” (Esther 1:9).
Rabbi Yehuda son of Rabbi Simon began: “My people, its oppressors are babes and women govern them” (Isaiah 3:12). “My people, its oppressors are babes [meolel]” – they are exacting with them, as you say: “Do to them [veolel lamo] as You did to me” (Lamentations 1:22).
Another interpretation: “Meolel” – they pick their unripe grapes [olelot]; that is what you say: “Your vineyard you shall not harvest completely [teolel]” (Leviticus 19:10). They come against them with false accusations [alilot]; that is what you say: “He made a false accusation [alilot devarim] against her” (Deuteronomy 22:14). Rabbi Yehuda son of Rabbi Simon said: There are [male] cult prostitutes among them; that is what you say: “There shall not be a cult prostitute from the daughters of Israel, and there shall not be a cult prostitute from the sons of Israel” (Deuteronomy 23:18); that is what you say: “They abused her [vayitallelu] all night”1The word vayitallelu is used to the refer to the raping of the concubine in Giva, showing that this word can refer to licentiousness. (Judges 19:25). “And women govern them” – four women assumed dominion in the world: Jezebel and Atalya from Israel, and Shemiramit and Vashti from the nations of the world.

Sifrei Devarim

(Devarim 1:5) "Across the Jordan, in the land of Moav, Moses ho'il (began) to explain": "hoalah" is "beginning," as in (Judges 19:6) "Begin ("hoel") now and stay overnight so that you will be refreshed," and (I Chronicles 17:27) "and now you have begun ("hoalta") to bless the house of your servant to be before You forever." And the sages say: "hoalah" is "swearing," as in (Shemoth 2:21) "And Moses swore ("vayoel") to remain with the man," and (I Samuel 14:24) "And Saul beswore ("vayoel") the people, saying 'Cursed be the man who will eat bread until the evening when I will be avenged of my enemies.'"

(Exod. 2:21:) THEN MOSES CONSENTED TO DWELL WITH THE MAN. R. Judah asks: What is the meaning of THEN <MOSES> CONSENTED (wayyo'el)? That he swore to him.55Tanh., Exod. 1:12; Exod. R. 1:33. <This usage is in accord with> what is stated (in I Sam. 14:24): FOR SAUL MADE THE PEOPLE SWEAR (wayyo'el). He agreed to live with him. Thus CONSENTED (wayyo'el, rt.: Y'L) is actually a word of lodging, <in accord with> what is stated (in Jud. 19:6): SO NOW PLEASE CONSENT (rt.: Y'L) TO STAY THE NIGHT. (Exod. 2:21, cont.:) AND HE GAVE MOSES HIS DAUGHTER ZIPPORAH. When he took his daughter, he appointed him to tend his flock, as stated (in Exod. 3:1): NOW MOSES WAS TENDING (rt.: R'H) <THE FLOCK OF HIS FATHER-IN-LAW JETHRO >. What is the meaning of HE WAS TENDING <THE FLOCK>? R. Johanan said: In the case of everyone about whom it is stated: HE WAS, what HE WAS at his beginning, HE WAS at his end.56Gen. R. 30:8; Esth. R. 6:3; cf. Tanh., Exod. 1:13; Exod. R. 2:4. He was worthy at his beginning and worthy at his end. The Rabbis say: Everyone57The translation reads KL for KY in agreement with Tanh., Exod. 1:13. In this literature KY is rarely used without the prefix W apart from biblical quotations. See M. H. Segal, A Grammar of Mishnaic Hebrew (Oxford: Clarendon, 1956), section 302, n. 1. about whom it is stated: HE WAS nourished and sustained. They said to him: But look (at Gen. 3:1): NOW THE SERPENT WAS THE MORE SUBTLE. He said to them: He also was being prepared (by the word WAS) for divine punishment (in Gen. 3:14–15). They said to him: But here it is written (in Gen. 4:2): CAIN WAS A TILLER OF THE GROUND. He said to them: He also was being prepared for exile. They said to him: And here it is written (in Jer. 38:28): AND IT WAS WHEN JERUSALEM WAS CAPTURED. He said to them: It was a good omen58Gk.: semeion. for it; because, if Jerusalem had not been captured, Israel59The text here reads “the enemies of Israel,” but this expression is here a euphemism for Israel, as in Suk. 29a. So Jastrow, s.v., sone. would have been consumed. R. Levi has said: Everyone about whom it is stated: HE WAS, has seen a new age.60According to Gen. R. 30:8, there were five such people: Noah, Joseph, Moses, Job, and Mordecai. Ergo (in Exod. 3:1): NOW MOSES WAS TENDING <THE FLOCK >.

... [T]he Holy One has pity on the honor of the creatures/b’riyot (here meaning “people”) and knows their needs. And He shut the mouth of the beast/b’heimah, for if she would speak, they could not make her serve or stand up to her /bah, for [there was] this silent one from the animals (the ass) and this wise one from the sages (Bil`am) – [and] when she spoke he could not stand up to her.
