לָכֵ֤ן ׀ ישיב [יָשׁ֣וּב] עַמּ֣וֹ הֲלֹ֑ם וּמֵ֥י מָ֝לֵ֗א יִמָּ֥צוּ לָֽמוֹ׃

그러므로 그 백성이 이리로 돌아와서 잔에 가득한 물을 다 마시며

Rashi

Therefore, His people will return here Since His people sees that the way of the wicked prospers, they will return on the way of the wicked, to adopt their ways.

Return The letter "י" in the word "ישוב" indicates that God settles and resides in it. The letter "ו" in "ישוב" signifies that God declares with it that He sees the tranquility of the wicked being repeatedly disrupted time after time.
