AT THE END OF TEN YEARS. This is the established period for a woman who has lived with her husband for ten years without having given birth to children, after which he is bound to take another.
Kitzur Ba'al HaTurim
The word "לִשְׁבֹּת" (to dwell) appears here. The other interpretation is "who turned to dwell in a barren place." If a man marries a woman and lives with her for ten years without her giving birth, he should marry another woman, and the waiting period [for the first wife] does not count towards the total, as it is written, "to dwell with Abram in the land of Canaan." This means that [Hagar] resided in the land of Canaan
