Whatever the Egyptians devised against Israel, [the Holy One] brought against them. Those < Egyptians > devised for them to draw their water. What is written (in Ps. 78:44)? HE TURNED THEIR NILES INTO BLOOD SO THAT THEIR STREAMS WERE UNDRINKABLE. Those < Egyptians > devised for them to be laden as traveling traders.22Gk.: pragmateutes. He sent frogs upon them and covered them with resin. Those < Egyptians > devised for them to work on the land. The Holy One made the land swarm with gnats. Those <Egyptians> devised that they should bear their children as a paidagogos.23The Greek word designates a slave who was assigned to a child as an attendant and guardian. He sent lions, wolves, and bears among them. <If> an Egyptian had ten children, when he told Israel to bring them to the market place, the lion came and took one, the wolf one, the bear one, the leopard one, and the snake one. Then he came <back> to the Egyptian alone. The Egyptian said: Where are my children? Israel said to him: Sit down and I myself will render you an accounting: The lion took one <etc.>; and so <he continued> on, until he had given him an accounting. Now they (the Egyptians) devised that they would tend their livestock, but he sent out the plague among them, as stated (in Exod. 9:6): THEN ALL THE EGYPTIAN LIVESTOCK DIED. They intended that they would be bath attendants {bathe them}. He brought the boils upon them. They intended to stone them with stones. The Holy One brought the hail upon them, as stated (in Exod. 9:22): THAT THERE MAY BE HAIL <IN ALL THE LAND OF EGYPT >…. They intended that they would be their vine dressers. The Holy One brought the locusts, who ate their trees, as stated (in Exod. 10:15): AND THEY ATE ALL THE GRASS OF THE EARTH…. They intended to imprison them in prison. The Holy One brought darkness upon them, as stated (in Exod. 10:23): THEY COULD NOT SEE ONE ANOTHER…. They intended to kill them. The Holy One killed their first-born, as stated (in Exod. 12:29): THAT THE LORD SMOTE ALL THE FIRST-BORN. They intended to drown them in water. The Holy One also drowned them in water, as stated (in Ps. 136:15): BUT OVERTHREW PHARAOH AND HIS HOST IN THE REED SEA….

Shemot Rabbah

“The Lord said to Moses: Extend your hand toward the heavens, and there will be hail throughout the land of Egypt, upon man, upon animal, and upon all the grasses of the field, in the land of Egypt (Exodus 9:22).
“The Lord said to Moses: Extend your hand toward the heavens” – that is what is written: “Whatever the Lord wished, He has done…” (Psalms 135:6). David said: Even though the Holy One blessed be He decreed: “The heavens are the heavens of the Lord and the earth He has given to the children of men” (Psalms 115:16) [it is to be understood in this way]. To what is this matter comparable? It is [comparable] to a king who decreed and said that Romans may not go down to Syria and Syrians may not go up to Rome. Similarly, when the Holy One blessed be He created the world, He decreed and said: “The heavens are the heavens of the Lord; but the earth He has given to the children of men.” When He sought to give the Torah, He cancelled the first decree and said: Those below will ascend to those above, and those above will descend to those below, and it is I who begins, as it is stated: “The Lord descended onto Mount Sinai” (Exodus 19:20), and it is written: “To Moses He said: Ascend to God” (Exodus 24:1). That is: “Whatever the Lord wished, He has done, in the heavens and on the earth.”
Likewise, when He sought to , He said: “Let the waters be gathered” (Genesis 1:9), and when He sought to act, He made the dry land into sea and the depths, as it is stated: “Who summons the water of the sea” (Amos 5:8; 9:6), and it says: “All the fountains of the great deep burst” (Genesis 7:11). When He sought to do so, he made the sea and the depths into dry land, as it is stated: “And the children of Israel walked on dry land in the midst of the sea” (Exodus 14:29), and it says: “He led them through the depths, as through a wilderness” (Psalms 106:9). Likewise in Egypt, regarding Moses, who was on the land, He gave him license to control the actions of the heavens, as it is stated: “The Lord said to Moses: Extend your hand toward the heavens…”
Why did He bring hail upon them? It is because they [the Egyptians] set Israel to be planters of vineyards, gardens, orchards, and trees; therefore He brought hail upon them and broke everything. “Upon man, upon animal” – when the Holy One blessed be He saw that they did not heed His words that He had said to them: “Now send, gather [your livestock…every man and animal that will be found in the field… will die]” (Exodus 9:19), the Holy One blessed be He said: They deserve that the hail shall fall upon everything.4Since they did not listen to God’s warning.

Midrash Tanchuma

And the Lord said unto Moses: “Stretch forth thy hand toward heaven that there may be hail” (Exod. 9:22). Scripture says (elsewhere in allusion to this verse): Whatsoever the Lord pleased, that hath He done, in heaven and in the earth (Ps. 135:6). In reference to the heaven, the Holy One, blessed be He, said: The heavens are the heavens of the Lord (Ps. 115:16), and in regard to the earth, The earth hath He given to the children of men (ibid.). This may be compared to a king who decreed that the people of Rome should not migrate to Syria and that the people of Syria should not migrate to Rome. And similarly, the Holy One, blessed be He, decreed when he created the world: The heavens are the heavens of the Lord; and the earth He hath given to the children of men. However, when He decided to give the Torah, He abrogated the first decrees and declared: Let the earthly beings ascend on high and the heavenly creatures descend below, and I will be the first (to do so), as it is said: And the Lord came down upon Sinai (Exod. 19:20). And it is also written: And to Moses He said: “Come up unto the Lord” (ibid. 24:1). Hence, Whatsoever the Lord pleased, that hath He done.
