ירכיבהו על במתי ארץ, this is something He has to do seeing that He did not achieve the desired result at the time He gave the Torah to the Jewish people at Mount Sinai. He will make a second attempt at achieving this as we know from Psalms 105,45 בעבור ישמרו חקיו, “in order that they may observe His statutes.” G’d gave them the land of nations in order that they keep His statutes.” Ezekiel 20,6 extols the land of Israel as ארץ צבי, the choicest of all the countries

כי ידעתי את יצרו אשר הוא עושה היום, for I, G’d, know its nature, its character; they do not look forward to taking over the land of the Canaanites in order to serve Me, as I wanted them to and hoped they would do. (compare Psalms 105,44-45 “He gave them the lands of nations; they inherited the wealth of peoples; in order to observe His statutes and His teachings, and observe His laws.”) Instead they look forward to gratify their own cravings as a result of which their excess wealth will be the cause of their decline and corruption, as per 32,15 “Yeshurun waxed fate and kicked, etc.”

And some say that for this reason the blessing was placed before the action, because all the blessings were Blessed is the man who does not make a carved image or molten image, and so at every moment he stands without doing it. For if you say, “Perhaps he will do it later,” then there would be no end to the matter, and when would the blessing take effect? This agrees with the opinion of those who say that anyone who says “on condition” is as if saying “from now” (Kiddushin 8a). And the word that you listen means “on condition that you listen,” and it indicates that the reward precedes the action. As it is said And He gave them the lands of the nations, and they inherited the labor of the peoples, in order that they might keep His statutes (Psalms 105:45). And adjacently the word when [asher] will be explained in another way.
