The seventh: In the name of Summachos they said, "Who humbles the haughty," where is it [placed]? Between "Who redeems Israel" and "Who heals the sick." They answer "amen" for each and every blessing. They [sound the shofar with] tekiah, teruah, and tekiah. So were they accustomed in the outlying areas, [but] in the Temple, what did they recite? "Blessed art Thou, Hashem, God of Israel, from Eternity until Eternity," and they do not answer "amen" in the Temple. From where is it derived that they do not answer "amen' in the Temple? As it is said (Neh. 9:5), "Arise and bless Hashem your God, etc." From where is it derived, for each and every blessing and each and every prayer? A it is said (ibid.), "Exalted over every blessing and prayer." [Meaning] over each and every blessing, and over each and every prayer.
