נִתַּ֣ן הַסֶּ֔כֶל בַּמְּרוֹמִ֖ים רַבִּ֑ים וַעֲשִׁירִ֖ים בַּשֵּׁ֥פֶל יֵשֵֽׁבוּ׃
Że umieszczana bywa głupota na wyżynach wielkich, gdy możni nisko zasiadają.

Folly is set upon great heights. This is the evil that is like an error which goes forth from before the ruler, that foolishness and wickedness are placed on the loftiest heights, for the Holy One, Blessed Is He, elevated the fools and the wicked, for I see with the Holy Spirit, that they are destined to extend their hand upon His Temple and to make “their signs for signs.”6Tehillim 74:4. “Folly is set on great heights, and the wealthy sit in lowliness” (Ecclesiastes 10:6).
“Folly is set on great heights” – these are the Chaldeans, as it is written: “All the princes of the king of Babylon came and sat in the Middle Gate” (Jeremiah 39:3). What is the Middle Gate [shaar hatavekh]? It is the place where they determine [meḥatkhin] the halakhot. “And the wealthy sit in lowliness” – this is the Sanhedrin, as it is stated: “They will sit on the ground and be silent [the elders of the daughter of Zion]” (Lamentations 2:10).

Yisroel, for despite all the greatness and honor that they have now in my days,7Alternatively, this verse describes the evil that Koheles observes in the previous verse. The rich who are deserving of honor are ignored, while fools and slaves are elevated to high positions that they do not deserve. (Metsudas Dovid) they are destined to sit in a low place, as it is stated, “they sit on the ground, they are silent.”8Eichah 2:10.
