וְקָֽרְאוּ־ל֥וֹ זִקְנֵי־עִיר֖וֹ וְדִבְּר֣וּ אֵלָ֑יו וְעָמַ֣ד וְאָמַ֔ר לֹ֥א חָפַ֖צְתִּי לְקַחְתָּֽהּ׃

Então os anciãos da sua cidade o chamarão, e falarão com ele.  Se ele persistir, e disser:  Não quero tomá-la;

ועמד AND HE SHALL STAND [AND SAY] — He must say this standing (Sifrei Devarim 290:3).

Siftei Chakhamim

She, too, must speak in the sacred language. We derive this through a gezeira shava from [comparing] the words "and declare" (ואמר) and "and say" (ואמרו). It says here "and declare" (ואמר), and it is written below in parshas Ki Savo (27:14), "The Levites are to respond and say (ואמרו) to every man, etc." Just as there it is in the sacred language, [so here it is in the sacred language]. And from where do we know this over there? We derive it from the words "respond (עניה)," "respond (עניה)." Since here it is written, "And the Levites are to respond (וענו)," and in parshas Yisro (Shmos 19:19) it says, "Moshe spoke and Hashem responded to him (יעננו) with [His] voice." Just as there it was in the sacred language, so here it is in the sacred language.

Rav Hirsch on Torah

V. 8. ולא זקני עירה ,וקראו לו זקני עירו der Text setzt voraus, dass in der Regel die Verhandlung vor den Ältesten seines Wohnorts vorgeht, dass somit in der Regel היבמה הולכת אחר היבם להתירה, die חליצה-bedürftige יבמה den יבם an seinem Orte aufzusuchen hat (Sanhedrin 31 b).

ודברו אליו ועמד ואמר וגו׳ (siehe oben zu V. 7). — לא חפצתי לקחתה, sei es, dass er durch die ihm aus den Vorstellungen der זקנים klar gewordene Unzulässigkeit, Untunlichkeit oder Unrätlichkeit des יבום-Aktes erst zu diesem freien Entschlusse gekommen oder durch dieselben nur in dem bereits früher gefassten Entschlusse bestärkt worden.
