וְנִסְלַ֗ח לְכָל־עֲדַת֙ בְּנֵ֣י יִשְׂרָאֵ֔ל וְלַגֵּ֖ר הַגָּ֣ר בְּתוֹכָ֑ם כִּ֥י לְכָל־הָעָ֖ם בִּשְׁגָגָֽה׃ (ס)

Será, pois, perdoada toda a congregação dos filhos de Israel, bem como o estrangeiro que peregrinar entre eles; porquanto sem querer errou o povo todo.

AND THE STRANGER THAT SOJOURNETH AMONG THEM. He mentioned “the stranger” because they are always more liable to stumble in this sin [of idolatry] and thereby to cause Israel to stumble [with them].

The Torah also mentions the גר, the stranger, (proselyte) separately, as due to their only recently having converted they are more likely to commit sins erroneously. 15,31 עונה בה, “his sin is upon him.” According to the plain meaning of the text the meaning of this expression is similar to such an expression as דמיהם בם. (Leviticus 20,11, at al) their “blood-guilt” will remain upon them (as long as they have not repented). Another similar expression is ערירים ימותו עונם ישאו, “they will die childless while bearing the burden of their guilt.” (Compare Leviticus 20,20)

V. 26. Dass hier bei כפרה für שגגת ע׳׳ז der גר הגר בתוכם insbesondere als der סליחה gewürdigt hervorgehoben wird, dürfte vielleicht darin das Motiv haben, dass eben bei einem aus dem Heidentum Eingetretenen eine Abirrung zu ע׳׳ז ernster als Rückfall zu fassen scheinen könnte. כי לכל העם בשגגה, die Gesetzübertretung ist dem ganzen Volke durch eine Verirrung zugekommen.

And it shall be forgiven to the entire congregation. One person who worships idols is not comparable to this, for in that case we must investigate if he sinned unintentionally and can receive atonement by bringing an offering, or if he sinned intentionally. The entire nation, on the other hand, follow after their leaders, and it stands to reason that they sinned unintentionally, “for the body follows after the head.” This is the meaning of the verse’s conclusion: For the entire people sinned unintentionally.
