וְהִקְרִ֛יב הַמַּקְרִ֥יב קָרְבָּנ֖וֹ לַֽיהוָ֑ה מִנְחָה֙ סֹ֣לֶת עִשָּׂר֔וֹן בָּל֕וּל בִּרְבִעִ֥ית הַהִ֖ין שָֽׁמֶן׃
Então aquele que fizer a sua oferta, fará ao SENHOR uma oferta de cereais de um décimo de efa de flor de farinha, misturada com a quarta parte de um him de azeite;

The one bringing his offering. The person bringing the offering prepares the flour and oil, but the one doing the Divine service is the kohein.
