וַאדֹנָ֨י יְהוִ֜ה הַצְּבָא֗וֹת הַנּוֹגֵ֤עַ בָּאָ֙רֶץ֙ וַתָּמ֔וֹג וְאָבְל֖וּ כָּל־י֣וֹשְׁבֵי בָ֑הּ וְעָלְתָ֤ה כַיְאֹר֙ כֻּלָּ֔הּ וְשָׁקְעָ֖ה כִּיאֹ֥ר מִצְרָֽיִם
Ибо Господь, Бог Саваоф, Он, прикоснувшийся к земле, и она плавит, И все живущие в ней плачут; И поднимается всецело, как река, и снова падает, как река Египетская;
Rashi on Amos
Who touches the land and it quakes—Who rebukes the land and it quakes. וַתָּמוֹג is an expression of motion. And the Lord is He Who touches the land and it quakes. I.e, this decree emanates from Me.
