וַיֵּ֥רֶד מֹשֶׁ֖ה אֶל־הָעָ֑ם וַיֹּ֖אמֶר אֲלֵהֶֽם׃ (ס)
И пошел Моисей к народу и сказал им.

ויאמר אלהם, he conveyed G’d’s warning to them as well as the penalty for violating G’d’s command. (verse 21)
