Мидраш к Дварим 22:18

וְלָֽקְח֛וּ זִקְנֵ֥י הָֽעִיר־הַהִ֖וא אֶת־הָאִ֑ישׁ וְיִסְּר֖וּ אֹתֽוֹ׃

Старейшины этого города возьмут человека и накажут его.

(Devarim 22:18) "Then the elders of the city shall take the man and chastise him.": "the man": and not a minor.
