מִן־הַמַּמְלָכוֹת֙ תִּהְיֶ֣ה שְׁפָלָ֔ה וְלֹֽא־תִתְנַשֵּׂ֥א ע֖וֹד עַל־הַגּוֹיִ֑ם וְהִ֨מְעַטְתִּ֔ים לְבִלְתִּ֖י רְד֥וֹת בַּגּוֹיִֽם׃
Ito ang magiging pinakaaba sa mga kaharian, at hindi na ito magmamataas pa sa mga bansa; at pakakauntiin ko sila, upang hindi na sila makapamuno sa mga bansa.
Rashi
So that they shall not domineer over the nations [Heb. רְדוֹת,] an expression of ruling, like (Gen. 1:28): “and rule (וּרְדוּ) over the fish of the sea.”
Tze'enah Ure'enah
“It shall be the lowliest of kingdoms and shall not lord it over the nations” [29:15]. They will be lowlier than all the other nations and they will not be overlords.
