Ramban
AND HE SAID: CAST IT ON THE GROUND. AND HE CAST IT ON THE GROUND. I do not understand why G-d performed the signs before Moses. Moses believed that it is the Holy One, blessed be He, Who speaks with him, and it would have been fitting for Him to say, “The staff that is in your hand you shall cast on the ground before them, and it shall become a serpent,” and the same also with respect to the second sign, [i.e., his hand becoming leprous], just as He said at the third sign, and thou shalt take of the water of the river, and pour it upon the dry land, etc.255Further, Verse 9. In other words, the third sign of the water turning to blood was not performed now, but only when Moses came before the people. The question thus arises: Why did He perform the first two signs — the staff turning into a serpent, and Moses’ hand becoming leprous — before Moses now? It is for this reason that the words of our Rabbis256Shemoth Rabbah 3:16. can be relied upon, namely, that the first sign, [i.e., the staff turning into a serpent], was a hint to Moses that he had slandered the Israelites [when he said that they would not believe him],257See Genesis 3:5, that the serpent was the first creature to slander when it said to Eve, For G-d doth know that in the day ye eat thereof, ye shall be as G-d, knowing good and evil. Thus it suggested to her that it was not because it may bring about her death that G-d forbade it, but out of a sense of jealousy. As Rashi puts it: “Every artisan detests his fellow-artisans.” and the second sign was for the purpose of punishing him.258See Numbers 12:1-10 that the punishment for slander is leprosy. And this is the sense of the expression, and Moses fled from before it [the serpent]. He feared lest he would be punished and the serpent would bite him, since every person naturally avoids danger, even though Moses knew that if it was indeed G-d’s desire [to punish him], there was no one that could deliver him out of His hand.259See Daniel 8:4.
Perhaps even though He informed Moses of the Great Name with which the world was created and everything came into existence,260See above, 3:13. He wished to show him that with this Name signs and wonders would be done, changing the natural order of things, so that the matter would be firmly established in Moses’ heart and that he should in truth know that with the Great Name he will perform new things in the world. The first two signs were sufficient for Moses, and therefore the third miracle of the water [turning into blood] was not done here. Instead, G-d commanded him to do the third sign in the sight of the people.

Scripture refers to them as a three-year old [ram] for they were the kings of the east, who conquered the other three directions of the world. As we find in Isaiah [46:11]: “I summoned that swooping bird from the east” and “Who has roused a victor from the east?” [Isa. 41:2]141The verses refer to Cyrus. He conquered the three remaining directions of the world, as it states: “I saw a ram butting westward, northward, and southward” [Dan. 8:4]. And it says: “So says Cyrus, the king of Persia: ‘The Lord, God of heaven, has granted me all of the kingdoms of the world’” [II Chron. 36:23]. The turtledove represents the wicked one, the fourth awful and mighty beast viewed by Daniel. He desired to comprehend its true meaning, as it is written: “I approached one of the attendants and asked him the true meaning of all of this” [Daniel 7:16]. It is said concerning this beast: “it will devour the whole earth, tread it down and crush it.” R. Yohanan said: “It is requisite that Rome’s nature spread throughout the entire world.”142b. Avodah Zarah 2b. “Rome” and “Edom” for the medieval Jews refer to Christendom, which they view as a continuation of the Roman empire.
Ramban
HE WAS A MIGHTY HUNTER BEFORE THE ETERNAL. He ensnared the minds of people by his words, misleading them to rebel against the Omnipresent. Therefore it is said regarding any man who brazenly acts wickedly, knowing his Master and yet intentionally rebelling against Him — it is said, “This man is like Nimrod.” Thus the language of Rashi, and so is the opinion of our Rabbis.282Bereshith Rabbah 37:2.
But Rabbi Abraham ibn Ezra explained the matter in the opposite way, by way of the plain meaning of Scripture, for he interpreted the verses thus: He began to be a mighty one over the animals in hunting them. Before the Eternal, Ibn Ezra explained, means that he would build altars and offer the animals as whole-offerings before G-d. But Ibn Ezra’s words do not appear to be correct, and lo he justifieth the wicked,283Proverbs 17:15. for our Rabbis knew by tradition of Nimrod’s wickedness.
The correct interpretation appears to me to be that Nimrod began to be a ruler by force over people, and he was the first monarch. Until his era there were no wars and no reigning monarchs; it was he who first prevailed over the people of Babylon until they crowned him.284Verse 10 here. After that he went to Assyria,285Verse 11. and he did according to his will, and magnified himself,286Daniel 8:4. and there he built fortified cities with his power and with his might. This is what Scripture intended when it said, And the beginning of his kingdom was Babel…and Accad…and Shinar.284Verse 10 here.

Rashi
from the rising of the sun he shall call in My name (Ezra 1:2) “All the kingdoms of the earth has the Lord God of the heavens given me.” And it appears that Persia is northeast of Eretz Israel. Another explanation is: I aroused Nebuchadnezzar from the north to destroy My city, and he came, and I aroused Cyrus from the east, that he call in My name to build My city, for the kingdom of Persia is east of Eretz Israel, as it is stated (Dan. 8:4): “I saw the ram butting etc.” [This verse in Daniel proves it. “I saw the ram butting to the west and to the north and to the south.” We deduce that he came from the east.] Jonathan paraphrases: I brought speedily a king, strong as the north wind, and he will come as the sun comes out with its might from the east; I will strengthen him with My name.
