החטאת אשר לעם. After he had completed offering the sin offering for his own atonement, also the people would be on the level where they could face the “King.” The sequence described here which at fist glance might seem as if the High Priest were more concerned with his own atonement than that of the people whom he represented, is confirmed by the prophet (Tzefaniah 2,1) in the words התקוששו וקושו, which is interpreted in Sanhedrin 18 as “attend to your own integrity before you attend to the integrity of others.”

יקושון They lay a snare. Comp. מוקש snare (Deut. 7:16). R. Moses Hakkohen explains יקושון they rebuke, comparing it with התקששו וקשו be rebuked and rebuke (Zeph. 2:1), and says that the ש ought to have a Dagesh.28In the commentary of I. E. on Zeph., R. Moses Hakkohen is quoted to explain התקששו וקשו by התקבצו come together; while the other explanation התווכחו והוכיחו be rebuked and rebuke is given anonymously, as if it were the opinion of I. E. himself.

It is possible that the letter ה at the end of the word נכספתה is an allusion to glory, i.e. the glory of G’d, concerning Whom Isaiah 64,10 has said: בית קדשנו ותפארתנו, “the house of our sanctity and our glory.” Yaakov yearned for that house. The words בית קדשנו refer to G’d’s glory, whereas the word תפארתנו refers to Israel’s glory. We have the expression עוז ותפארת במקדשו, (Psalms 96,6) “strength and splendour are in His Temple,” which reflect similar sentiments.
He who does not yearn for the Temple is the sinner. We find that the prophet rebukes Israel in words reflecting this feeling when he said (Tzefaniah 2,1), התקוששו, וקושו הגוי לא נכסוף, “gather together, gather, o nation without yearnings!” The prophet addressed a nation that lacked the feeling of yearning for G’d and His Temple.

The words of men of Yehudah overpowered. Language similar to "Improve".10Tsaphania 2:1. The words of the men of Yehudah were more logical and they prevailed because they showed [as evidence] the letter Dovid had sent them [saying] "Why should you be the last to request" that the king return etc." This is what is explained in Agadah. Some explain וַיִקֶשׁ to denote hard and strong and that is Yonoson's translation, "overpowered."
