מִן־הַמַּמְלָכוֹת֙ תִּהְיֶ֣ה שְׁפָלָ֔ה וְלֹֽא־תִתְנַשֵּׂ֥א ע֖וֹד עַל־הַגּוֹיִ֑ם וְהִ֨מְעַטְתִּ֔ים לְבִלְתִּ֖י רְד֥וֹת בַּגּוֹיִֽם׃
די שָפֿלסטע פֿון די מלוכות װעט זי זײַן, און זי װעט זיך מער ניט איבערנעמען איבער די פֿעלקער;און איך װעל זײ פֿאַרמינערן, ניט צו געװעלטיקן איבער די פֿעלקער.
Rashi
So that they shall not domineer over the nations [Heb. רְדוֹת,] an expression of ruling, like (Gen. 1:28): “and rule (וּרְדוּ) over the fish of the sea.”
Tze'enah Ure'enah
“It shall be the lowliest of kingdoms and shall not lord it over the nations” [29:15]. They will be lowlier than all the other nations and they will not be overlords.

“I will reduce them so that they will never again rule over the nations” [29:15]. I will reduce them that they should not rule over the nations.
