Tze'enah Ure'enah
“Behold, the Lord God has His eye on the sinful kingdom” [9:8]. The Holy One will punish the kingdom of Ephraim for its evil deeds and he will wipe them off the earth. However, I will punish them, but I will not destroy all of Israel, even if they will sin.
