Ramban

AND THE ETERNAL SAID UNTO MOSES: GO IN UNTO PHARAOH; FOR I HAVE HARDENED HIS HEART AND THE HEART OF HIS SERVANTS. The Holy One, blessed be He, informed Moses that it is He Who has hardened their hearts in spite of their fear of Him during the hail and their confession of sin.1Although Scripture above (9:27) mentions only Pharaoh confessing his sin, it is apparent from Verse 30 there that the king’s servants also made this confession, since Moses said to all of them, But as for thee and thy servants, I know that ye will not yet fear the Eternal G-d. This is a clear indication that the servants too had joined the king in admitting their guilt. Ramban is thus correct in writing here in the plural: “their confession of sin.” And He explained to him: “The reason I hardened their hearts is that I might set in their midst these signs that I wish to do among them so that the Egyptians will know My power, but not in order that I can punish them more on account of this hardening of heart, and also that you and all Israel should recount during the coming generations the power of My deeds, and you shall know that I am the Eternal,2Verse 2. and whatsoever I please, I do in heaven and in earth.”3See Psalms 135:6.

necessity and the divine decree -- these servants are the matter of necessity stated regarding man, as you said "whatever G-d wants He does" (Tehilim 135:6), and other verses brought earlier. We asked how this can be reconciled with free will. However, in truth, man does act in accordance with his will and choice, and nevertheless it is correct to say that man's deeds are ascribed to G-d because G-d commanded man's servants to listen to his choice and do his bidding. This is the answer to the big question of the philosophers regarding free will - how is it possible for man's will to be left to his wish and to do things contrary to G-d's will? The answer to them is that this itself is G-d's will - that man be endowed with free will. Hence, it is incorrect to say this is against G-d's will.

Maimonides in chapter 5,4 of Hilchot Teshuvah has this to say: “Do not be amazed that we read in Psalms 135 6: “G’d does all He wants to do in heaven or on earth, in the oceans and in the deep.” There is no question that everything He does, He does as a result of His will. This is so in spite of the fact that what we do is subject to our own volition. How do we illustrate that this apparent contradiction is in fact no contradiction at all? Just as G’d wants that fire and wind rise upwards whereas water and earth are programmed through the forces of gravity to always strive downwards [the four basic raw materials the universe is made of], and the planets orbit in space around the globe, so all other phenomena in the universe behave in accordance with the way G’d has programmed them. Man’s freedom of choice is part of G’d’s expressed desire, i.e. this is part of how He decreed in His own free will that the universe should function. As a result of this system man is judged in accordance with his deeds. If he chooses the right way he will be rewarded, if not he will be punished. This is what the prophet meant when he said in Isaiah 50,11: מידי היתה זאת לכם, “do you think this was decreed for you by ME?” The same theme occurs in Isaiah 66,3 גם המה בחרו בדרכיהם, “they have also chosen their own paths” Concerning the above Solomon said in Kohelet 11,9: “Rejoice young man in your childhood let your heart cheer you in your youth; but remember that for all these things G’d will call you to account.” Solomon warns that though it is within your power to do what you fancy and to lead a life of frivolity, remember that the day of accounting is not far off. Thus far the comment of Maimonides in Hilchot Teshuvah.
