כִּ֤י הֵשַׁח֙ יֹשְׁבֵ֣י מָר֔וֹם קִרְיָ֖ה נִשְׂגָּבָ֑ה יַשְׁפִּילֶ֤נָּה יַשְׁפִּילָהּ֙ עַד־אֶ֔רֶץ יַגִּיעֶ֖נָּה עַד־עָפָֽר׃

Er beugt die Hochthronenden nieder von der ragenden Feste; er erniedrigt sie, erniedrigt sie zur Erde, drückt sie in den Staub nieder.

השח He bringeth down. A verb ע״ע like הֵקַל he afflicted slightly (8:23). Them that dwell on high, etc. This refers to the heathens.
