יֻחַ֤ן רָשָׁע֙ בַּל־לָמַ֣ד צֶ֔דֶק בְּאֶ֥רֶץ נְכֹח֖וֹת יְעַוֵּ֑ל וּבַל־יִרְאֶ֖ה גֵּא֥וּת יְהוָֽה׃ (ס)
Wird aber der Bösewicht geschont, so lernt er nicht Gerechtigkeit, er frevelt vielmehr im Lande der Gradheit, [wenn ihm alles gelingt], und sieht nicht die Majestät des Herrn.

Ibn Ezra on Isaiah
יחן Let favour be shewn. A verb ע״ע; it is a form like יוסב is turned (28:27).10יחַֻן is future Hophal of יוסב ; חנן future Hophal of סבב.—God is merciful to the wicked, but they will not learn righteousness; He has patience with them for a long time, they might perhaps improve.
