עֹצֶ֣ה עֵ֭ינָיו לַחְשֹׁ֣ב תַּהְפֻּכ֑וֹת קֹרֵ֥ץ שְׂ֝פָתָ֗יו כִּלָּ֥ה רָעָֽה׃
Er schließt die Augen, um Dinge zu erfinden; Wer sich auf die Lippen beißt, bringt das Böse zustande.

He winks his eyes Heb. עצה, an expression of winking, and so (Ps. 32:8): “I will wink (איעצה) to you my eye.”
