לָכֵ֞ן כֹּֽה־אָמַ֣ר יְהוָ֗ה שַׁ֤בְתִּי לִירוּשָׁלִַ֙ם֙ בְּֽרַחֲמִ֔ים בֵּיתִי֙ יִבָּ֣נֶה בָּ֔הּ נְאֻ֖ם יְהוָ֣ה צְבָא֑וֹת וקוה [וְקָ֥ו] יִנָּטֶ֖ה עַל־יְרוּשָׁלִָֽם׃
Darum spricht der Herr: Ich kehre mit Mitgefühl nach Jerusalem zurück. Mein Haus wird darin gebaut werden, spricht der Herr der Heerscharen, und eine Linie wird über Jerusalem gezogen werden.

Radak on Zechariah
" Therefore thus saith the Lord" the Kethib has a heh at the end, like (a dwelling). The Keri is without the heh. The word signifies a building line, a cord, which they stretch over the row of bricks.
