Targum zu Dewarim 1:23

וַיִּיטַ֥ב בְּעֵינַ֖י הַדָּבָ֑ר וָאֶקַּ֤ח מִכֶּם֙ שְׁנֵ֣ים עָשָׂ֣ר אֲנָשִׁ֔ים אִ֥ישׁ אֶחָ֖ד לַשָּֽׁבֶט׃

Und das Ding hat mir gut gefallen; und ich nahm zwölf Männer von euch, einen Mann für jeden Stamm;

And the thing was proper in my eyes; and I took from you twelve chosen men, one man for a tribe,
