אֲשֶׁר֙ אֵין־נַעֲשָׂ֣ה פִתְגָ֔ם מַעֲשֵׂ֥ה הָרָעָ֖ה מְהֵרָ֑ה עַל־כֵּ֡ן מָלֵ֞א לֵ֧ב בְּֽנֵי־הָאָדָ֛ם בָּהֶ֖ם לַעֲשׂ֥וֹת רָֽע׃
Weil nicht rasch vollstreckt wird das Urteil der bösen Tat, darum sinnt das Herz der Menschenkinder, Böses zu tun.
Aramaic Targum to Ecclesiastes
And because the evil thing, the punishment of the wicked, is not quickly executed upon their evil works, therefore the heart of the children of men is full in them to do evil in this world.
