Commentary for Habakkuk 3:8
הֲבִנְהָרִים֙ חָרָ֣ה יְהוָ֔ה אִ֤ם בַּנְּהָרִים֙ אַפֶּ֔ךָ אִם־בַּיָּ֖ם עֶבְרָתֶ֑ךָ כִּ֤י תִרְכַּב֙ עַל־סוּסֶ֔יךָ מַרְכְּבֹתֶ֖יךָ יְשׁוּעָֽה׃
Is it, O LORD, that against the rivers, is it that Thine anger is kindled against the rivers, or Thy wrath against the sea? That Thou dost ride upon Thy horses, upon Thy chariots of victory?

Was... with the rivers? Some questions are in the affirmative. Have we seen that He performed all these? The explanation of the verse is according to the Targum.
