הַחֵרְשִׁ֖ים שְׁמָ֑עוּ וְהַעִוְרִ֖ים הַבִּ֥יטוּ לִרְאֽוֹת׃
Hear, ye deaf, And look, ye blind, that ye may see.

Ye deaf etc. Hearing and seeing originate in the heart; those that are deaf and blind in their hearts are, therefore, called here deaf and blind.
