Targum for Isaiah 9:14

זָקֵ֥ן וּנְשׂוּא־פָנִ֖ים ה֣וּא הָרֹ֑אשׁ וְנָבִ֥יא מֽוֹרֶה־שֶּׁ֖קֶר ה֥וּא הַזָּנָֽב׃

The elder and the man of rank, he is the head; and the prophet that teacheth lies, he is the tail.

The ancient and honourable one, he is the head, and the scribe that teaches lies, he is the feeble one.
