Targum for Numbers 33:14

וַיִּסְע֖וּ מֵאָל֑וּשׁ וַֽיַּחֲנוּ֙ בִּרְפִידִ֔ם וְלֹא־הָ֨יָה שָׁ֥ם מַ֛יִם לָעָ֖ם לִשְׁתּֽוֹת׃

And they journeyed from Alush, and pitched in Rephidim, where was no water for the people to drink.

Rephidim, where, because their hands were (raphin) neglectful of the words of the law, there was no water for the people to drink;
