אָ֧ז נִדְבְּר֛וּ יִרְאֵ֥י יְהוָ֖ה אִ֣ישׁ אֶת־רֵעֵ֑הוּ וַיַּקְשֵׁ֤ב יְהוָה֙ וַיִּשְׁמָ֔ע וַ֠יִּכָּתֵב סֵ֣פֶר זִכָּר֤וֹן לְפָנָיו֙ לְיִרְאֵ֣י יְהוָ֔ה וּלְחֹשְׁבֵ֖י שְׁמֽוֹ׃
Pada waktu itu, orang-orang yang takut akan Yang Mahakekal berbicara seorang kepada yang lain; lalu Yang Mahakekal memperhatikan dan mendengarnya, dan sebuah kitab peringatan ditulis di hadapan-Nya bagi orang-orang yang takut akan Yang Mahakekal dan bagi orang-orang yang merenungkan nama-Nya.

Then the God-fearing men spoke, etc. I retort upon your words then, when the wicked commit evil and the good go about in anxious worry because of Me. The God-fearing men spoke to one another not to adopt their evil deeds; and, as for Me, their words are not forgotten to Me. And although I do not hasten to visit retribution, I have hearkened and heard, and I have commanded that a book of remembrance be written for them. Their words shall be preserved for Me.
Tze'enah Ure'enah
“Then those who fear the Lord” [3:16]. The righteous who fear the Holy One will hear that the people are speaking this way and denying the Holy One. They say to one another, God is right in all His deeds and does correct judgment to each one according to their deeds.

“The Lord has heard and noted it and has written a scroll” [3:16]. The Holy One heard the words of the righteous that they speak thusly. The righteous will persuade the evildoers to do good and fulfill the commandments. The Holy One will pay them a good reward for this. The Holy One will also inscribe this in a book as a reminder that they should be paid a good reward. So too, those who think of the name of the Holy One for good.
