מִן־הַמַּמְלָכוֹת֙ תִּהְיֶ֣ה שְׁפָלָ֔ה וְלֹֽא־תִתְנַשֵּׂ֥א ע֖וֹד עַל־הַגּוֹיִ֑ם וְהִ֨מְעַטְתִּ֔ים לְבִלְתִּ֖י רְד֥וֹת בַּגּוֹיִֽם׃
Kerajaan itu akan menjadi yang paling rendah di antara kerajaan-kerajaan, dan tidak akan lagi meninggikan diri di atas bangsa-bangsa. Aku akan membuat mereka sedikit jumlahnya, sehingga mereka tidak dapat lagi berkuasa atas bangsa-bangsa.

So that they shall not domineer over the nations [Heb. רְדוֹת,] an expression of ruling, like (Gen. 1:28): “and rule (וּרְדוּ) over the fish of the sea.”

“It shall be the lowliest of kingdoms and shall not lord it over the nations” [29:15]. They will be lowlier than all the other nations and they will not be overlords.
