Concerning the fact that he had been able to assuage G'd's anger on two critical occasions, he now said that G'd would עובר לפניך, in the sense this word occurred in Exodus 17,5 where G'd had said to Moses עבור לפני העם, suggesting that Moses forgive, "pass over" the sins he had accused the people of committing. At that time, G'd wanted the miracle of producing water to be credited to Moses rather than to Himself. On another occasion, immediately after the sin of the golden calf, G'd had said to Moses: "Let Me be so that I can destroy the people." In other words, it had been G'd who had given Moses a hint that his prayer might help (Exodus 32,9). In view of this Moses said: "He will pass over your sins Himself;" you do not depend on me doing this for you.

לא אבה ד׳ השחיתך kann nicht den Inhalt der dritten Erhörung bezeichnen sollen; denn die Nichtvernichtung des Volkes war schon durch die erste und zweite Erhörung gewährt; es heißt auch nicht: ולא אבה השחיתך, es bildet einen selbständigen Satz ohne Waw kopulativum und mit wiederholtem Subjekt. Es dürfte daher nur als zusammenfassender Abschluss des Ganzen zu verstehen sein. Nach strengem Recht hattest du den Untergang verdient. Allein, die bei der dritten Erhörung mir gewordene Offenbarung über die Waltungsweisen Gottes hat mich belehrt, daß Gott, in seiner den Menschen und die Menschheit zu ihrer Bestimmungszukunft erziehenden Liebe, von Anfang an den Anforderungen des bloßen Rechts in Beziehung zu dir nicht hatte Folge geben wollen – (אבה heißt ja ganz eigentlich: einer an uns gestellten Aufforderung nachgeben – siehe Bereschit 24, 5), der Vernichtungsausspruch (Schmot 32, 10) sollte nur in Mosche und im Volke das Schuldbewusstsein und diejenige Erkenntnis und Willensrichtung fortschreitend erzeugen, die ein Absehen von der Rechtsforderung, ein Weitererhalten des Volkes und endlich eine völlige Erneuung des Bundes mit ihm ermöglichten. Dass aber das Volk eigentlich bereits den Untergang verdient hatte, das Bewusstsein soll dem Volke bleiben und mit in die nun bevorstehende neue Zukunft hinübergenommen werden. Das ist ja die Tendenz des ganzen Rückblicks von Kap. 9, 4 bis hierher, und darum schließt er mit diesem Gedanken.

ויאמר ה׳….עד אנה ינאצוני העם הזה, G'd said to Moses: "how long will this nation continue to spurn Me?" G'd's question was intended to forestall Moses praying on behalf of the people; it is similar to G'd having said הניחה לי, "let Me be," when G'd had told Moses about the golden calf (Exodus 32,10). The absence of the word לאמור in our verse is a hint that Moses should not speak.

וראה כי עמך הגוי הזה AND CONSIDER THAT THIS NATION IS THY PEOPLE so that You should not say, as You have said, (Exodus 32:10) “And I will make thee a great nation”, whilst these (the whole people) You will abandon! Consider that they are Your nation from of old, and if You reject them, surely I cannot rely upon it that those who are born of me will endure — rather let me know through this people the reward that is to be paid me (by sparing them). Our Rabbis have given a Midrashic explanation of this in Treatise Berakhot 7a but I come (my purpose is) to explain the verses in a manner fitting to them and in their context.
