Jerusalem Talmud Chagigah
HALAKHAH: If he is poor but generous, I am reading for him, each man according to his means, rich but stingy, I am reading for him, corresponding to the blessing by the Eternal, your God, which He gave you. If he is poor and stingy, on this one it was said, not less than two silver coins136In this interpretation, the Mishnah is read to explain moral, not prescribed, behavior. However it also is possible to read the text differently: “If he is poor with a large family, I am reading for him, each man according to his means, rich but with a small family, I am reading for him, corresponding to the blessing by the Eternal, your God, which He gave you. If he is poor with a small family, on this one it was said, no less than two silver coins.” In this version the Mishnah is prescriptive. The poor person has to provide meat for his entire family but it may be done as cheaply as possible, subject to the lower limit of 2 oboloi. The rich man who has no use for many well-being offerings has to bring many elevation offerings..
