וְאָמַרְתָּ֣ לָהֶ֔ם זֶ֚ה הָֽאִשֶּׁ֔ה אֲשֶׁ֥ר תַּקְרִ֖יבוּ לַיהוָ֑ה כְּבָשִׂ֨ים בְּנֵֽי־שָׁנָ֧ה תְמִימִ֛ם שְׁנַ֥יִם לַיּ֖וֹם עֹלָ֥ה תָמִֽיד׃
E tu dirai loro: Questa è l'offerta fatta dal fuoco che porterai al Signore: agnelli del primo anno senza macchia, due giorni al giorno, per un olocausto continuo.

That is that He commanded us to sacrifice two one-year old lambs in the Temple everyday, and these are called the daily offerings (temidin). And this is His saying, "two a day as a regular burnt offering" (Numbers 28:3) And the order and process of their offering has already been explained in Yoma and in Tractate Tamid. Shulchan Arukh, Orach Chayim
The kohen reads three verses, which are "And he said," "Command," and "And say" (Numbers 28:1-3). The levite returns to reading "And say," and then reads "The first sheep" and "A tenth of an ephah" (Numbers 28:3-5). The Israelite reads from "The regular offering" up to "And on your new moons" (Numbers 28:6-10). And the fourth reads from "And on your new moons" to the end (Numbers 28:11-15).
