Certainly the intention of [the passage] is that the letters of the word in the beginning (br’syt) should be rearranged to make the words ‘rt ybs (“dry river”). There is no doubt that the word ‘rt means “river,” similar to the word ‘ryt’, which signifies “irrigation ditch,”16Baba Kamma 50b. and which our sages have taken to mean a dry river. Since the verse mentions only one removal of the overflow—from the “river”17This is a sefirotic reference to the concept of the flow of emanation from Tiferet, through Yesod, to Malkhut. and not from the “pool”18This is a sefirotic reference to Malkhut, which serves as a receptacle for emanation from the rest of the sefirot and a conduit for that emanation to flow to the created universe.—[the passage] states, “Here the river dries up and is parched.” The verse indicates that since there is no flow in the “river,” there is also none in the “sea.”19This is a sefirotic reference to Malkhut. Cf. n. 14 above. Thus it is written, The waters of the sea fail, and the river dries up and is parched. The reason that the flow of emanation left Malkhut is because that “‘river’ dries up and is parched.” The dryness of the “river” causes the drying up of the “sea.” Thus once Scripture indicates the dryness of the “river,” the dryness of the “sea” is understood as a matter of course, for the two are interconnected, since it is known that there is no water in the “sea” except from the “river.”

He who reveals to them the secrets of the Torah causes the departure of the flow [of emanation] from the righteous Yesod, of whom it is said, The secret of the Lord is for those who fear Him (Ps. 25:14), and from the Shekhinah, as it is written, The water left the sea, and the river is dry and parched (Job. 14:11). At that time, the righteous below are entirely impoverished: bereft of the mysteries of Torah and poor in their bodies.

And it dwells there some time, sitting and clothing itself in the image of this world. And on the first day of the month and on Shabbat, when it wants to rise, the righteous men who are in the Garden of Eden give it a letter as a sign. And it ascends through that same pillar, where it meets the watchmen of the walls of Jerusalem. If it is meritorious, they open the gate and it enters. If not, they take the letter away and throw it out. As it is written, "The watchmen that go about the city found me...the keepers of the walls took away my veil from me" (Shir Hashirim 5:7). (The veil) is the letter given as a sign, which has been taken away from it, by the watchmen of the walls of Jerusalem. End of Sitrei Torah.

Therefore it is written, "and the river is parched, and dries up" (Job 14:11). It "is parched" at the first Temple and "dries up" at the second. For this reason, "He slew two lion-hearted men of Moab." Moab (is) מֵאָב דְּבִשְׁמַיָא, or from our Father in Heaven. And both Temples were destroyed because of Him, as all the lights that shone upon Yisrael were now darkened.

Both wise and understanding is he, in his own essence; whereas Wisdom in itself cannot claim that title, but only through him who is wise and has made it full from his fountain; and so Understanding in itself cannot claim that title, but only through him who filled it from his own essence, and it would be rendered into an aridity if he were to go from it. In this regard, it is written, “As the waters fail from the sea, and the river is drained dry” [Job 14:11].

When the reader reads this article he will find that Tzedakah actually is a correction for the damage of the Brit, since when one damages the Brit the Chassadim leave the ‘Tzadik’, which consists of 5 Chassadim, as explained in the Idra Rabba (verse 31), and it becomes “the river is parched, and dries up” (Job 14:11) and therefore it is called good; so too by Tzedakah one draws Chassadim to sweeten the Judgments and causes a complete unification, as is explained in that article.

When the wicked multiply in the world, as it says, "the waters fail from the sea, and the river is parched, and dries up" (Job 14:11). The place where "The waters fail from the sea" is the Holy Land, as previously mentioned. (The female principle) is watered by the supernal stream. while "the river is parched, and dries up" refers to the pillar upon which she is founded, (Yesod). "The river is parched, and dries up" (is the same as) "The righteous perish" (Isaiah 57:1).
