Ramban on Deuteronomy
TURN YOU, AND TAKE YOUR JOURNEY, AND GO TO THE MOUNT OF THE AMORITE etc. He mentioned to them the Land and the road that they are to traverse in their stages, and afterwards He said, Behold, I have set the Land before you which I swore to your fathers; go in and possess the Land67Verse 8. — this being a command, not just an assurance and promise, as I have explained.68Numbers 33:53, Ramban thus reiterates here his theory that the precept to conquer the Land of Israel is included in Taryag (six hundred and thirteen) mitzvoth which are binding for all times; that we are not to leave it in the hands of other nations, that we are not to leave it to waste, and that we are to dwell in it.
