כִּֽי־מֻלִ֣ים הָי֔וּ כָּל־הָעָ֖ם הַיֹּֽצְאִ֑ים וְכָל־הָ֠עָם הַיִּלֹּדִ֨ים בַּמִּדְבָּ֥ר בַּדֶּ֛רֶךְ בְּצֵאתָ֥ם מִמִּצְרַ֖יִם לֹא־מָֽלוּ׃
그 나온 백성은 다 할례를 받았으나 오직 애굽에서 나온 후 광야 노중에서 난 자는 할례를 받지 못하였음이라

Were not circumcised. As I have previously explained, the north wind had not blown.6See Rashi to verse 2. It was these who were now to be circumcised.
