Parshanut

Water rushed out abundantly. When a blessing is desired by Hashem and it is with His favorable countenance, it is praised for its quality and not for its quantity, for quality is a more sublime characteristic. When Hashem’s Name was not sanctified, the blessing was in quantity and not quality. Also, the people’s drinking was equated to the drinking of their livestock. In His command, Hashem said: “You will then bring forth for them water from the rock,” and did not mention abundant water. Furthermore: “And give drink [to] the community and their livestock (ואת בעירם)” — the word ואת interrupts the verse, to indicate that their drinking would be distinguished from that of their livestock. However, when they did not do as Hashem commanded, then: “Water rushed out abundantly, and the community and their livestock drank” — both were equal in their drinking, and the blessing was only in quantity.
