וַיִּקְשְׁר֤וּ כֻלָּם֙ יַחְדָּ֔ו לָב֖וֹא לְהִלָּחֵ֣ם בִּירוּשָׁלִָ֑ם וְלַעֲשׂ֥וֹת ל֖וֹ תּוֹעָֽה׃
и сговорили их всех вместе, чтобы прийти и сражаться против Иерусалима и вызвать смятение в нем.
Rashi on Nehemiah
and to wreak destruction therein to wreak upon the building of the wall ruin and destruction. It is like (Isa. 32:5): “...and to speak destructively (תּוֹעָה) about the Lord.”
