תְּשֻׁא֣וֹת ׀ מְלֵאָ֗ה עִ֚יר הֽוֹמִיָּ֔ה קִרְיָ֖ה עַלִּיזָ֑ה חֲלָלַ֙יִךְ֙ לֹ֣א חַלְלֵי־חֶ֔רֶב וְלֹ֖א מֵתֵ֥י מִלְחָמָֽה׃
Ты полон шума, шумного города, радостного города? Твои убитые не убиты мечом и не мертвы в битве.
Targum Jonathan on Isaiah
On account of the tumult wherewith the praiseworthy, the fortified, the joyous city is filled. Thy slain were not slain by the sword, neither did they die in battle.
