Ibn Ezra

Tze'enah Ure'enah

“The Presence of the Lord shall appear, and all flesh, as one, shall behold” [40:5]. Because the Holy One will provide all of Israel’s needs, even in the desert, like water and other needs, the Glory of the Holy One will be revealed for all the nations and the whole world will see the prophecies that the prophets prophesied have been fulfilled. This must happen because their prophecies came from God.6Radak, Isaiah, 40:5.
