Tosefta Sotah
Rabbi Yehuda says, on the stones of the Altar they (i.e., the words of the Torah) were written. They said to him, how then did the idolaters*alt., "the nations of the world" (Lieberman) learn the Torah*i.e., considering that the stones of the Altar were plastered over, which would obscure any writing (see Sot. 35b:4)? He said to them, it teaches that the Holy One, blessed be He, placed it in the heart of all the nations and kingdoms, and they sent their watchmen, and they removed the writing from atop the stones in the seventy languages. That very hour, He sealed the sentence of the nations to descend to the pit of destruction. Rabbi Shimon says, on top of the plaster [covering the stones] he wrote it. How so? For he recognized them (i.e., the watchmen), and he plastered it with plaster, and he wrote on it all the words of the Torah in seventy languages, but he wrote it from below, as it says (Deut. 20:17), "In order that they not teach you [to do like all their abominations], etc." [It thus can be derived that] "if you (i.e., the nations) would have repented, we would have accepted you."
